Of the 18,179 adoptions recorded since 2019, only 1,404 concerned children with specific needs when absolutely the numbers of adoptions noticed an increase over the subsequent 5 years. Adoption is the formal method by which a child is completely separated from his biological parents to become the legal child of his adoptive parents.
